Total Defence Programme for Uniformed Groups
Primary school
Secondary school & above
The Total Defence (TD) Programme for Uniformed Groups (UGs) aims to promote awareness of and participation in Total Defence among secondary school students in UGs.
The Total Defence Programme for Uniformed Groups (UGs) aims to create opportunities for Secondary school UG cadets to participate in and lead Total Defence-related activities within their UGs, schools, and/or communities. The programme comprises three levels: Bronze, Silver and Gold; and utilises the Appreciation, Application, and Advocacy model, with lessons designed to help cadets put Total Defence into action and become effective advocates for Total Defence. After the satisfactory completion of the activities in each level, cadets will be awarded the corresponding badges from their school’s UG teacher in charge.
The refreshed 2026 edition of the programme prepares UG cadets to be ready to respond effectively whenever the need arises, with new activities such as the Responder Plus Programme online and in-person training session, a refreshed TD lesson in the Student Learning Space, as well as participation in the Total Defence Table-Top Exercise. These activities (i) increase UG cadets’ confidence to put Total Defence into action through equipping them with Emergency Preparedness skills and (ii) encourage them to volunteer or play a part in the community.
